You could add the note names and then 'remove' the stems by dragging them down in the note body. Tails and beams can be hidden, and the stem dragged. They'll show on the screen but won't print. Sorry, all a bit manual and tedious, and I can't find any plug-ins or engraving rules that would help out.

I don't think so. There's a limited amount of tweaking you can do to chord diagrams through the Edit Chord Symbols dialogue and Engraving Rules, but nothing like this seems to be supported. You have to be careful in Sibelius about how you start and end repeat sections. Sibelius gets easily confused if repeat barlines are missing, even if it's obvious to a human where things start and end. In your 3rd line there is no start repeat barline so Sibelius can't decide what the bar number sho...

It's a bit like a word processor which squeezes as much text (or images etc) onto a page until it can't fit any more on, within the current settings. Don't know what this is. Can you show a picture? None of my scores have three dots there, and I can't see anything in the manual about this.

I've had a look around and don't think there's any easy way to do this, at least not in Sibelius 7.5. I stand to be corrected, of course. The Reference manual says where it is. If you don't have a copy these can (mostly) be downloaded from the web. If you search the manual for House styles , then go to User-editable files , it will be somewhere like (for Mac OS X:) /Users/ username /Library/Application Support/Avid/Sibelius/House Styles

What about hiding everything (Ctrl/Cmd Shift A Shift H) and printing that?

Not sure if that would work for you - you'd still get bar lines, KS, clefs and instruments if present but otherwise blank staves in the original proportions for you to write the notes in.

You can drag staves manually and they'll stay there, unless you do any global layout resets. The space between staves value on the ribbon is a global setting, so will revert if you use reset above/below or optimise the whole score, so best to do these adjustments when the score is (nearly) complete....
