You could add the note names and then 'remove' the stems by dragging them down in the note body. Tails and beams can be hidden, and the stem dragged. They'll show on the screen but won't print. Sorry, all a bit manual and tedious, and I can't find any plug-ins or engraving rules that would help out.

You have to be careful in Sibelius about how you start and end repeat sections. Sibelius gets easily confused if repeat barlines are missing, even if it's obvious to a human where things start and end. The Reference manual says where it is. If you don't have a copy these can (mostly) be downloaded from the web. Not sure if that would work for you - you'd still get bar lines, KS, clefs and instruments if present but otherwise blank staves in the original proportions for you to write the notes in.

You can drag staves manually and they'll stay there, unless you do any global layout resets. The space between staves value on the ribbon is a global setting, so will revert if you use reset above/below or optimise the whole score, so best to do these adjustments when the score is (nearly) complete....
