Sibelius 7 and creating sound sets

I have a iMac 2.8Ghz Core i7 running system 10.6. I have various boxes including Kurzweil PC2R and Rolland SC8850.

Under Sibelius 5 and 6 no trouble creating and using sound sets for specific boxes.

Now Sibelius 7

New and old sound sets that I create under the Sound Set Editor, are not listed the manual sound sets option pull down list under sound set. Anyone now where these fills are, or why they are not listed?
