I want to send my score which is in Version 7 to someone who has version 3. Can it be done someway without him upgrading?

The Export function will let you do this.

I went to File>Export>Previous Version>Sibelius 3>Export>Saved that version and sent him that version via email. When he got it he said he could open it. Seems pretty simple. Don't know what else to do. Could it be on his end?

It is possible that your Sib 7 score has too many custom fonts and other things that Sib 3 can't deal with.

Then why would there be an option to export to Sib. 3 if Sib. 7 is that much more sophisticated and Sib.3 can't handle it?

What I mean is, Have you added fonts to Sibelius? Or to your computer at all?
What are the specs of the computer trying to open your file. I wonder if your score is large saved in 64 bit and the other computer is 32 bit. I don't know if that is a problem, but I wouldn't be surprised.
