Need help with ties

As you can see, Sibelius has nicely placed the ties across the first measure of the repeat. However, it doesn't carry through to the second measure of the repeat. Do I need to "draw in" the ties manually using slurs, or is there another way to get this notated properly?
There should be a half-set of slurs at the beginning of the second measure.
It's a half set of ties, rather than slurs.
However, to get the appearance, you'll have to use non magnetic slurs - press S with nothing selected - and put them into place. You may have to manually to adjust the position of the notes in the bar to get the look correct.
These 'ties' will not play back, of course.

Yes, but "s" is for slurs, I thought (which are different from ties). What I'm after isn't just the look; what I'm wondering is if Sibelius will PLAY the tie on the second part...
In your original post you asked how to notate them!
I did actually say that they were really ties, that you'd have to use slurs instead and that would not play back. As far as I know, there's no way of changing that.
If you want a file that plays back correctly, you could make a second copy of the score, do a quick bit of copy and paste and have one that plays OK but looks wrong.

Hmm... that seems to be a program limitation, then; I'll go ahead & make the notation, but I feel very strongly that a program as thorough (and expensive) as this should be able to understand ties that go beyond repeats.
I'd agree with you. Maybe in the latest version, they've fixed it. You could always check on the official Sibelius forum, and if it's not fixed, then put a request on the Sibelius 'wish list' page - google 'Sibelius Ideascale'.
From the version 7 manual:
"When notes are tied over into a 2nd ending (2nd-time bar), you need
to draw ties at the very start of the 2nd ending. To achieve this, you
should use the above-mentioned laissez vibrer symbols, or a nonmagnetic
slur (b 4.8 Slurs), although neither of these methods will
play back correctly."
This will make the score look correct. Remember, Sibelius is about notation, not playback.
