what are these notes and how to create them?

I haven't found any way to create these kind of notes, as you can see from the screenshot: it has the same properties as any other notes in the score.
I already searched on the forum for an answer but I couldn't find an answer. :(
The same type of notes appear in "the lark" at 2m31s and at 4m4s (Evgeny Kissin - "The Lark", Glinka/Balakirev).

To create a cadenza like this you'll have to:

1) work out how many beats you need in each bar of the cadenza and enter that time signature
2) enter the notes as required, then make them cue-sized
3) hide the time signature(s) and reset the note spacing for those bars

Takes some time and a bit of trial and error to get right but it is do-able.
