Restrictive notation input

I'm finding it difficult to input physical sheet music to Sibelius. It either automatically changes notes or doesn't agree with how the music is written. Is there a way I can freely input notes as I see fit?

I can't work out from your question what restrictions you are finding in Sibelius. What notes get changed if Sibelius "doesn't agree about how the music is written"? What did you expect to happen? If we knew something more specific, someone might be able to give a helpful answer.
