How i can direct open a pdf music notes in sibelius 5 and how i can the score made in sibelius 5 save to PDF ??

PhotoScore Lite, supplied with Sibelius 5, will read .pdf files. You need GhostScript (free download) on your machine for it to work, I believe. Or you can spend money on PhotoScore Ultimate. Sibelius itself cannot open .pdf files.

This is usually done as a print function. It is included with Mac; on Windows you need to install something like PDF995 (there are many other similar programs). This behaves like a printer, and you print the score as normal, but select PDF995 (or whatever) as if it were a printer. It then asks you for a filename, and 'prints' your score to a .pdf file.

There is a program out there called PDFtoMUSICpro by Recordare. It allows you to import any pdf created by any notation software and save it as musicXML. you can then import it into sibelius 5 as an XML file

As far as printing to PDF on a PC, I recommend cutepdf. It's free, simple, and very good.
