So I heard about East West Quantum Leap Symphonic Orchestra (or something like that) which I found stunning.
I was wondering if EWQLSO was completely compatible with Sibelius 7.5 fpr PC or if there was any library as good as that.
I listened to Sibelius Sounds but I think EWQLSP is better.

As far as I know, it's totally compatible.

You should also try asking on the official Sibelius forum, as there are people on there who use these libraries.

EW should work. You'll need to also get a matching sound set to tell Sibelius how to use EW. Remember that what you heard on their site was created with a DAW, not Sibelius. Sibelius can't match the quality of a DAW.

Check 'Noteperformer'. Specially made for Sibelius, no fuss with soundsets and articulations. It reads ahead in your score so it can produce musical phrasing and dynamics. I'm using it for some months now and I hardly use the Sibelius sounds or other soundsets anymore. It's very small in size, affordable and does a nice job in bringing some life your scores.
