Vertical alignment of lyrics

I've nearly completed the setting of a choral piece, and am entering the lyrics. I've discovered that selecting a lyric word, phrase, or line and tapping the down-arrow anywhere in the score results in the selected lyrics moving up a whole space. CTRL-downarrow will move the lyric selection back to its original location, but not below it.
The lyric selection can be dragged down (or up) with the cursor, and CTRL-SHIFT-R will restore alignment with other elements on that line. The up-arrow key delivers the expected result.
I have not encountered this behaviour in other settings. What's going on? What can I do to restore proper movement with the down-arrow key?
