Orchestral sound

Instruments seem solo only. Two oboes,horns or w/e playing the
same sound like 1 double the volume (no phase difference).
There are Violin I and II that differ, only.
Are there no instrument groups in the instruments list anywhere?

If you want better sound than the supplied Sibelius Sounds (now several years old) you might be better off getting a proper commercial sound library. The New version of NotePerformer is cheap and has new string sounds including multiple players that can be specified using CC commands.

True, there is only one horn sound. If you use two horns you can make them sound a little different by panning them slightly apart, use different reverb and volume. There are two trumpets sounds. They sound different by design. You can also change their articulations using different legato and vibrato sounds. For string sections, you can adjust release and legato release settings to make a more natural sound.
In short, the default sounds that Sibelius loads are meant to be tinkered with.
