Sibelious to 2nd computer

I have Sib , build 2951, on a comp with High Sierra os, 10.13.6
Now have a new 2nd comp with same os.
Do I need to pay for 2nd license?

I also have Sib , build 1837, on an older comp. Yosemite, 10.10.5.
Maye 15 years.

So, can I double the 2951? not sure how.

Yes, you can install, activate and use Sibelius on the 2nd computer, but you'll have to deactivate the older installation first. In theory you can install as many times as you like, but only have two active installations.

If you want to have three active installations you will have to buy a second licence.

not sure what happens with a sib installation on a comp if it's been deactivated. ??
Is it still there, and usable in some way?

It's still there but not usable in any meaningful way.
To use the third copy, you would have to deactivate one of the others and reactivate the third.
