Is there a way I can create a stand-alone staff like the one circled in this image?

This sort of thing is probably best done in a word processor. I'm not sure if Sibelius would do it well, if at all!

Create the music parts in Sibelius and export them as graphics. Import them into the word processor and you have full control over their size and placement.

Much depends on whether there is more music on the next page. Andy's idea is a good one.

If you really want to do this in sib, here's a plan.

Create all the music, including the weird final bar
Put a system break at the start if that bar.
Turn off page justification (set justify page when to 100%)
Drag the terminal bar to the bottom of the page
Select it and increase its left margin until it is in the correct place. (An alternative might be to have hidden bars before it using an instrument change to "no instrument (hidden)", changing back for the last bar.
Add the lyrics in a text box.

Thanks Mike and Andy! Of all the ancillary features the program offers, it's hard to believe something like this isn't more readily available. I'll just tweak it with an image of it. :)

Sibelius's inability to do unusual things like this is one of its major weaknesses. However, that's the point. This is a very rare case that I haven't seen until now and I've been around for a very long time.
