Can't read a legible BMP

I'm wondering what I'm doing wrong.
When I read this BMP with PhotoScore, it appears to read the file (the progress line is yellow) and can't seem to find any staves. So it doesn't even try to convert the notation.
What's wrong with this file and/or else what can I do to improve its legibility? I've tried lowering its gamma in Photoshop and a few other things but nothing seems to work.
