Missing measures from PhotoScore

When I scan in a score from PhotoScore Pro to Sibelius 3.1, it almost always misses entire measures. They are there after PhotoScore "reads" the files, that is, after conversion from the images. I correct the very few mistakes in rhythms and all looks perfect.

Then I tell it to convert the score to Sibelius and about 10% of the measures are missing. These are songs with lyrics, and all the words from the missing measures are piled one on top of the other on the note immediately preceding the missing measure.

Has anyone else seen this? Does anyone have a fix? I asked customer service at Sibelius and they gave me some stock advice about setting the scanner parameters, etc. The problem is not in the scanning because Photoscore sees every measure when it "reads" the images.
