Thanks for the information and solution.

For the record, this issue does seem to have been fixed in later versions. e.g. Sibelius 7.5 that I'm using.

Hi, I think may be due to a long standing issue that Sibelius assumes fretted instruments are fretted in semitone steps, whereas the dulcimer is fretted diatonically (sorry, I've not not had any experience of dulcimers so could well be wrong about this). Don't know if there's a general repository of Sibelius files, but IMSLP has some Sibelius scores you can download. They're often from older versions of Sibelius, but usable.

That's the way Sibelius works, each bar must be 'full' of notes and/or rests according to the prevailing time signature. Just change the remaining rests with the note/rest values that are needed. I thought that was what I was describing, but perhaps I misunderstood. You can move the left or right sides in or out.

If you turn View > Handles on (ticked), you can drag the small blue box to the right of the last bar of the line in question to the left, leaving room for your text etc. Careful not to drag too far, or some bars may 'spill' over to the next line.

You can use the Explode function for this (under Note Input in Sibelius 7). You'll probably want to create your SATB parts beforehand for the output to go into. As usual it's a bit of a blunt tool so you may need to adjust the results afterwards to get it 'just right'.

Can you export your score in pdf format? Your graphic designer should be able to handle this format. Later versions of Sibelius include the option to export as pdf, but not sure whether sib 4 has. If not and you use Windows 10 you should be able to 'print' drectly to pdf using Microsoft Print to PDF...

Yes. Alternatively, there is a function called Change Instrument to do the same thing without the need to add a new staff.

You could add the key sig. at the appropriate bar by pressing K and then choosing your desired key from the list.
Then select bars or the whole score and find the Simplify accidentals plugin and run that.

(Just my suggestion, not sure if it does what you want).
