It might be something like some layout setting forcing the text box to appear on the page even though it's not 'actually' there. I'd try changing the Document Setup in Layout (temporarily) or using Panoroma View (Shift P) to try to coax the offending text out so you can grab and move/delete it. You ...

I'm not finding that the handles are shown by default in Ultimate, but only if it has been saved in Preferences under Display as a Custom View and the preference are to open in Custom view. You can attach the file here as a .zip file if you zip it up first, e.g. with winzip or winrar etc. or whatever your system uses. Of course the 'official' forum at Avid.com will accept .sib files.

Simplest way is to turn on Hide Empty Staves , under Layout > Hiding Staves, or Ctrl + Alt + Shift + H.
You need to make sure the bass bars for single treble clef are indeed empty of notes etc, and on separate lines from the treble/bass lines.

You might also consider using a USB footswitch for this, if it's practical. One that maps to the 'space' character for the stop/start operation, or can be programmed to do so. Letter, A4 etc are the physical page sizes for printing on paper, depending on your region and printer's capabability. There's no 'easy' fix or plugin for this as far as I know. Sibelius is fairly 'dumb' (as all software is), so you often have to work out workarounds.
