You can export a house style from an existing file that behaves as you wish and import that style into your new file. That should retain all of your settings. This is one of a number of cross staff situations that sibelius handles badly. There is no workaround that I know of.

If you add [ctrl/cmd] to [shift][right arrow], it will select the rest of the bar. There is nothing in-between.

It is best to use the old method of entering keys/time signatures. Use the rt-click menu (unless you have already changed the behaviour of the shortcuts to show the dialogs).
