TBH, I'm a bit disappointed that you are expecting the free version to do this quite advanced function. I don't think you will be able to. See if Musescore will do it. You can export a house style from an existing file that behaves as you wish and import that style into your new file. That should retain all of your settings. This is one of a number of cross staff situations that sibelius handles badly. There is no workaround that I know of.

If you add [ctrl/cmd] to [shift][right arrow], it will select the rest of the bar. There is nothing in-between.

Not as such, but you can change the display colours of paper and fonts and I believe there is a high contrast mode for the visually impaired.

Rt-click works in an empty part of the page. From that menu choose time sig. The boxes for rewrite and allow cautionary are immediately below the time sigs.
No, it doesn't. You have to put them in again.

It is best to use the old method of entering keys/time signatures. Use the rt-click menu (unless you have already changed the behaviour of the shortcuts to show the dialogs). Time sigs: in the dialog, untick Allow Cautionary. This will prevent all time sigs from showing a cautionary sig when it's at...
