The problem might be the tie. It's not necessary given you have already specified legato in the sound ID. What happens is that when the tie ends, Sibelius may be switching back to the sound ID that was active before the tie. Remove the tie and the legato marking should be more sticky.

You're correct. It can only have one playback configuration at the same time. But that doesn't mean you can't do that you want to do. I've written soundsets for many things, including Spitfire Studio Strings and Brass, Orchestral Tools, Kirk Hunter, 8Dio, Embertone, Virharmonic, etc. Basically, Sibelius doesn't send controller 32s.
