Scanned images in TIFF format are usually very large. Maybe there's a limit to how large an image can be in Sibelius? If you can import the images supplied with Sibelius, try resizing yours to make them smaller.

Not sure if there's a tool for that. However, if you only want the dynamics in the first bar, why not create the ostinato without dynamics, do the copying and then just add the dynamics to the first bar? Just as quick!

Can't you just select the note in the voice that you want and adjust the X value in Properties/General to shift the note to one side so you can see both of them?

Having pressed Ctrl-E, you then have to Hold Ctrl while you type in f, mf or whatever. Then the dynamics should appear in the correct font.

Are you doing that?
