Are your parts in different 'voices' on the same stave? Eg. Soprano = voice 1 (blue), alto = voice 2 (green). Seems to work OK for me, eg. I just changed a score from D minor to F minor with no problems. Are you using the latest build of Sib 6 (6.2.0 I think)?

From memory (as I'm at work) if you select something in the bar after which you want to insert more bars, then choose Create > Bar from the menu then either Single or Other and the number of bars you want. The upgrade requires you enter the serial number for the previous (licensed) version of Sibelius that you're upgrading from.
