You can control how this works in House styles > Engraving Rules > Accidentals. You to choose whether or not to have courtesy accidentals, and, if you have them, the rules for applying them.

I'm wondering how satisfactory the procedure . . . might be . . . Many users find that it's quicker to input the music from scratch than to make all the correction, changes and adjustments usually needed for a PhotoScore scan. The answer depends a bit on the sounds you are using, but the MIDI message ~B0,32 in (say) Technique text at the beginning of the scordature staff should work for most devices.

Instead of writing the time signature every bar at the beginning of the piece it just have 4/4 + 3/4 This plug-in from the Sibelius plug-ins Download page might help. If you mean you want to cut out and keep a section of score for future use, save it as an Idea (Edit > Capture Idea, shortcut Shift+I).
