Sibelius 6.2 is now very, very old and no longer supported by Avid. Also it will not work on any mac. However, if you want better sounds, you should go for something like NotePerformer. Andy is correct. [Ctrl]b or [cmd]b will add a bar at the end of the score. [Ctrl][shift]b or [cmd][shift]b will add a bar after the current selection. Sibelius's inability to do unusual things like this is one of its major weaknesses. However, that's the point. This is a very rare case that I haven't seen until now and I've been around for a very long time.

Just check that your bassoon staff is really that.
Does the part play back at the correct pitch?
Make an instrument change to bassoon before the instrument name.
If this doesn't correct the issue, check that the notes aren't actually coloured (use the colour wheel on the Home tab).

I might consider uninstalling np4 completely, deleting the contents of the vst folder and then reinstalling it. Was spacing for hidden notes implemented in 2023.6? I think it may have been. In engraving rules, there is a setting to allow hidden notes to affect spacing.
