Just a suggestion, but maybe have a play around with the plugin called Proportional Note Spacing (under Plugins > Layout). Seems to work well with a single time signature, especially if you can remove that time signature, or place a dummy time sig at the start of each line. Not sure if you can get i...

As Mike says, there are various ways to do things like this. You can select a bar line and drag it left or right. Bar lines are hidden before the clef sign, but it's still there and selectable. Or for more precision use the Inspector (Ctrl Shift I) on a bar line, look for Gap before bar at the botto...

Beaming in Sibelius can be a little unsatisfactory. I don't think you can do this by default in Sibelius, I've tried various grouping options in Time Signatures but it seems the quaver rest always messes up the beaming. Could you drag the end of the sticking-up stems to the bottom of the beam? if you click the top of the stem you should get a little square 'handle' that you can drag up or down. You can select the note(s) after the double bar line and use the Inspector (Shift Ctrl I) to shift the X position away from the bar line. Something like X=2 looks ok in the little example I tried. There may of course be other (better) ways to do this however.

I guess Sibelius still counts rests as notes, hence they can technically be slurred. If you select all the slurred notes, holding the Shift button. then press delete, the slurs will go.
