I use the realise chords plugin quite a bit, to set things up, and then tweak. I've had a look around and don't think there's any easy way to do this, at least not in Sibelius 7.5. I stand to be corrected, of course. The Reference manual says where it is. If you don't have a copy these can (mostly) be downloaded from the web. If you search the manual for House styles , then go to User-editable files , it will be somewhere like (for Mac OS X:) /Users/ username /Library/Application Support/Avid/Sibelius/House Styles

What about hiding everything (Ctrl/Cmd Shift A Shift H) and printing that?
Not sure if that would work for you - you'd still get bar lines, KS, clefs and instruments if present but otherwise blank staves in the original proportions for you to write the notes in.

You can drag staves manually and they'll stay there, unless you do any global layout resets. The space between staves value on the ribbon is a global setting, so will revert if you use reset above/below or optimise the whole score, so best to do these adjustments when the score is (nearly) complete....

You can save the new instrument by exporting a house style or manuscript paper for use in other scores. You can import your House Style into another score, or use the saved manuscript paper. If you're using Sibelius 7 or later you'd simply go to File > Export > PDF > Export PDF > Score and all parts (one file). This plugin is rather old and inflexible, and there's no 'add ficta below note' plugin. I think the only way to change the position is through the inspector (Ctrl/Cmd Shift I). You can change the Y vertical position to something suitable, e.g. -5, or simply by dragging. If there are a lot of fictas,...
