The Reference manual says where it is. If you don't have a copy these can (mostly) be downloaded from the web. Not sure if that would work for you - you'd still get bar lines, KS, clefs and instruments if present but otherwise blank staves in the original proportions for you to write the notes in.

You can drag staves manually and they'll stay there, unless you do any global layout resets. The space between staves value on the ribbon is a global setting, so will revert if you use reset above/below or optimise the whole score, so best to do these adjustments when the score is (nearly) complete....
