Try Garritan Personal Orchestra , or Edirol Orchestral . Not free, but much less expensive than the sample library route. Not sure if there's a tool for that. However, if you only want the dynamics in the first bar, why not create the ostinato without dynamics, do the copying and then just add the dynamics to the first bar? Just as quick!

I think what you want to do has been answered in the post just below this one - see 'Right Justification'. Putting a gap between the bars can force a 'new' start on the next line.
