Download stuck always -Sibelius 7 Sounds - PMB installer

Hi
I have bad experiance trying to download Sibelius 7 and sounds.

I cannot download the sounds.
When I try to run "Sibelius7_Sounds_Windows_Inst-pdlm_72335.exe" I see PMS installer and then usually it's just stucks for "Calculating time remaining".
I could download 30MB yesterday after many times I've tried but then it was stuck for few hours and couldn't continue so I deleted everything and tried uninstalled PMD installer and reboot again and again.
My firewall and antivirus are disabled in all of the times I've tried.
I'm using Windows 7 SP1 64 bit, Dell Studio 1555 laptop, Core 2Duo P8600 2.4GHz, 4 GB RAM,
I tried the microsoft fix suggested in the forum, nothing helped.
Any Idea???
