I just finished an arrangement, and tried using the export video feature on Sibelius First. I used the slider on the transport window to put the playback tempo at 169, before exporting. However, once I completed the exporting and opened the video, I found that the the audio was playing at 169 as intended, but the playback line was still moving at the initial 100. Does anyone know a solution for this?

I personally tried moving the tempo to 100 so the audio and playback line synced, but when I sped up the video using a editing software, the audio went weird.

So don't use the slider. Select the first note of the piece, move to a blank spot, right click, scroll over Text, select Tempo, type " q = 169 ". Metrnome Mark will allow you to use a note instead of q.
