Sibelius's nightmare: SLURS !
- When deleting any note, why attached slurs do not disappear ? as articulation signs and accidents do, instead ?
- What about the silly behaviour of slurs related to staff-crossing notes (written on the other pentagram, e.g. piano, organ or harp) ?
More: is there any way to eliminate every slurs in a measure by one single shot, avoiding to do it one by one ? (leaving notes in site, I do mean). Very boring indeed; think about an orchstral score with 18 staff per system ....

I guess Sibelius still counts rests as notes, hence they can technically be slurred. If you select all the slurred notes, holding the Shift button. then press delete, the slurs will go.
To remove all slurs within a measure or measures, select the measure(s), so they all turn light blue, then go to Home > Filters > Lines > Slurs and press delete.
Not sure about your second point, I'm sure someone else will chime in, so to speak.

Even though cross-staff notes appear to be on the other staff, ther are still very firmly attached to their original staff. Anything attached to those notes such as lines are also treated as if they belong to the original staff, Slurs are not articulations - although they affect the articulation of notes - they are lines. As such they are really attached to the staff at a rhythmic position, rather than attached to the notes. I don't know if Dorico handles this any better.
