It would be so nice to be able to pot a audio track on top so you can write the arrangement directly under.

You can do this with v.4 using the Video window. When browsing for the file, make sure you're searching for ALL files, not just video files. Load an .wav or .mp3 and then you can play it and sync with it (if you can work out the MM) or use the various hit point and other facilities. You cannot slow the music down (the pitch will drop) so make sure you have the tempo slider right in its middle slot.

Your Sibelius file needs to be at least the same length as the audio file - add bars if necessary - and if there's any silence at the beginning of the track, you have to put up with the fact that there will be a few empty bars at the beginning of your score (at least until you've finished with the audio track).

Sibelius is not quite frame-accurate with sync, but near enough for most purposes.
