not merging tracks of the same instrument group

If you export a MIDI file from Sibelius, you'll notice any staves of the same instrument group is merged into a single track.

Example:

Sibelius score=Piano (two staves)
exported MIDI file=Piano (merged into a single track instead of creating two tracks)
