"X" doesn't work
I give you an example .sib file: https://fex.net/s/rmysfkr
Why doesn't "X" work for 16-ths and how to fix this? Sometimes I encounter this.
Additionally, how to make the new clef, time signature and sharps not show at the line end there? I know that I can hide them, but I want to remove generally.

Sometimes the note controlling the stem direction isn't the one you think it is. I managed to get the gropup to flip by pressing x on the first note. I had to reset design and reset position ([ctrl][shift]d, [ctrl][shift]p) and then try again. I also managed to flip it with the whole group selected. You just have to persevere. It has always been a bit flaky.

Can't help you with that question. I'm not a programmer!

Select bar. Reset design, reset position, select just the semiquavers press x. It works erratically. Beginning to wonder if this is a bug...

Of course it is. It shouldn't be blocked. Sibelius is very buggy. This happens when developers don't actively use their program.
Tried again now, and already success. Thanks. But it doesn't work if to select beams and if to select the first note what I tried before, and it gives 1 try, after fail, the combinations are required again, did this with selecting the second note.
What about the second question?

It is best to use the old method of entering keys/time signatures.
Use the rt-click menu (unless you have already changed the behaviour of the shortcuts to show the dialogs).
Time sigs: in the dialog, untick Allow Cautionary. This will prevent all time sigs from showing a cautionary sig when it's at the end of a line.
Key sigs: Tick Hide. It will prevent cautionary sigs from being visible, but it is still advisable to use reset spacing after inserting. You will have to do this for every key sig.

Rt-click works in an empty part of the page. From that menu choose time sig. The boxes for rewrite and allow cautionary are immediately below the time sigs.
No, it doesn't. You have to put them in again.
