VERTICAL ALIGNMENT OF NOTES IN DIFFERENT VOICES

How do you vertically align notes from more than one voice so that the stems from the bottom notes point down and the stems from the upper notes point up? If I only use one voice, I can’t create the opposing stems. When I use two voices, the stems are in the right direction but the all notes do not line up vertically. I am using Sibelius 3.
