Dragging Notes Horizontally in Sibelius

Is it not possible to drag a note or chord horizontally ? Say if you want to move every other note in a bar, on by a semiquaver.. Do you have to edit each one individually by deleting and re-creating each note in the new position?! Seems a little odd for such "advanced" software.

Is it possible to select every other note in a section by holding down the ctrl key and clicking on each note, so that you can edit them as a group?

Surely these things must be possible.. :?

I look forward to any replies and really do hope it's just my ignorance preventing me from doing these things
