Can I assume you're using Sib 5 or 6, not Sib First? (Sib First is a pared-down version of Sibelius, and I've no idea how it deals with symbols. Or even if it does.) And if you're using Sib 7 -- I understand the user interface has changed quite substantially, so perhaps it deals with symbols differently from earlier versions.
"Z" is the keyboard shortcut in Sib 5 and 6 for "Create->Symbol", and should bring up the Symbol dialogue box with all its symbols. You'll find more information in the Sibelius 6 Reference in Section 2.31 - Symbols (p.187). That information is probably somewhere else in the Reference for other versions of Sibelius. For instance, it's in Section 2.25 (p.148) of the Sibelius 5 Reference.
