I would like to assign a keyboard shortcut to the inspector function that moves the absolute position of an object (like a note, for example) vertically. Is there any way to do so?

I don't think that's possible. It seems to me that all of the many shortcuts that exist now require you to select something, then use a shortcut to act upon th selection. I order for anything in the Inspector to work it has to be open first. If you find yourself needing to use the Inspector often then you might want to pin it open. Select the pin in the upper left corner. Beware that there can be a tremendous performance hit.
