How do I export a part House Style to another score? I have tried doing this according to the manual but it doesn't seem to work.
Both scores are of the same piece but for different instruments.

First question: So why didn't you just make instrument changes before the instrument names on the first system in the score - it would have saved all this faff!
You export the parts house style the same way you do the score. To apply it to a part, the part needs to be open and have focus. You can't import into all parts at once, you have to do it one at a time.
Exporting and importing house styles can be a pain. Why not create a MSS paper that you use which has all this done to start with?
