How fo I do this in the latest Sibelius version?

Easy!

Input notes. Select last quaver and press 8 on keypad 3 to extend the beam. Hide the quaver rest(s) and the whole bar rests for the rest of the system, but do not delete them. Press L for lines, scroll down and choose the Vibrato line in the Guitar section. Click it roughly into place and then select it and turn off magnetic Layout for the vibrato line. Now move it into position and finally click at its right hand end and drag it out to the required length.

It was way quicker to do this than write the instructions! Less than a minute. The second line was just copied and pasted and the pitches of the notes then altered as required.

I have no idea what the composer is intending here, but at least these instructions will make it look the way you want! :)
