How to launch PhotoScore?

I've just now downloaded Sibelius First and Avid Link. A posted answer to the question, "Can I scan music into Sibelius?" says "Yes - Sibelius includes a free scanning program (PhotoScore & NotateMe Lite) so you can quickly convert printed scores into Sibelius format."
When I open Sibelius to the Quick Start page, it shows "Launch PhotoScore" but it's greyed out. Why? How can I open the included PhotoScore program? Thanks.
