insert bar
Make sure nothing is selected. Use the Home-->Add-->Multiple or Irregular bars. Click on top of, or just before, the time signature.

The layout can be sorted out when you have finished inputting the music. The more bars you add, the more it will sort itself out. If you don't want to look at it, go into Panorama mode ([shift]p).
To insert a TS, with nothing selected, press the letter T. Choose from the list or create one. Click it into place.
To add a tempo marking, insert some tempo text ([ctrl/cmd][alt]t) where you want the tempo to start/change. Type your tempo mark followed by a space and then [ctrl] with a number from the keypad (not the top row of the keyboard):
1 = demisemiquaver = 1/32
2 = semiquaver = 1/16
3 = quaver = 1/8
4 = crotchet = 1/8
5 = minim = 1/2
6 = semibreve = whole
then type [space]=[space] followed by your BPM
eg Allegro [ctrl][numpad 4] = 112
You can also use the rt-click menu to access all of this. (rt-click-->Text-->Tempo) and you can rt-click while typing to access the notes.
When you do get around to formatting, choose sensible margins and staff size in document setup and make suitable changes to Gap between staves/systems in Layout.
