How can I make this 8th note appear correctly?

Hello all, I'm trying to create this bar in Sibelius. It's in 2/4 time.

So far, I've only been able to make the following.

How do I make the first image? When I try to change that first 8th note to a quarter note, the second 8th note disappears.

This is a transcription of a piece for multiple instruments for the guitar, so something like this appears in pretty much every bar. Does Sibelius have support for it?

Use voice 2 for the down-stem notes and voice 1 for the rests and final eighth note.
