How can I create custom instrument sounds or import third-party sound libraries in Sibelius to enhance the quality of my compositions?
You can't create them. You can't 'import' them.
But you can buy third party libraries that will give you better sounds than the Sibelius set. For orchestral sounds, there's Noteperformer, which has many fans in the Sibelius community.
It is possible to get some other virtual instruments working with Sibelius, like Kontakt and its many sound libraries. But, and it's a big but, you'd have to make up Sibelius Soundsets to get them to work seamlessly with Sibelius.
