Is there something like scroll view,

I don't think so. When I came over from Finale, I too missed the scroll view but I have grown to like page view much better. Now when I work in Finale my default view is page view.

If your working on a single part, you might try "focus on staves" which is new in version 3. It's a little like scroll view.

In sib 3 there is View>Scroll bars
Is this what you want?
