Uniform Bar lengths problem

Hi there,

I'm trying to create a worksheet from scratch for some of my students. I'm unable to get the bars to be even on each side (image attached for reference). Basically, is there a way that I can make the two bars per line uniform in length and not change to "fit" the music written in there?

I've tried adding in another voice and putting in notes and then hiding them but that didn't work....
