Sometimes you can't, because Sibelius, while clever, can't read your mind. If there is a simple repeated pattern, Sibelius can do it with one signature. If it's more complicated than you may need to use of the 'repeat time signature' plug-ins which will help you write a succession of bars in (say) alternating Time Signatures. See this earlier post:

If they won't do, then
  • write one example of the pattern of bars,
select them as a System Selection and repeat (shortcut R).
    Input the music, then
make a System Selection of all but the first few bars (the ones that establish the pattern) then
use the Advanced Filter to select just Time Signature text and
    DELETE the time signatures.

Look down the page or search - this is a regular! :D

Try this and see if it answers your question - if not, explain exactly what you need.
