Sheet size problem

Hi,

i take a blank sheet and i fill it with many insturments to make a score. But if im done, the pages locks to large, 20 bars per page.

I lock in the document setup its evrything normal, a4 size, 210 milimeters. In the engraving rules is also 5 bars per page...so i dont understand why sibelius 7 do this, and only this time??
