Soloist in 3/2, choir in double whole note

Does anyone know how Sibelius can achieve having a soloist in 3/2 time, while the choir (SATB) is 'suspended' over a whole note through several bars.
The attachment contains the excerpt.

Step 1: Make a single bar of 12/2
Step 2: Enter the solo line, putting in fake barlines using the vertical line in lines.
Step 3 enter your choir chords in voice 1 using silent noteheads Hide the remaining rests
Step 4 add tied semibreves in another voice (3?) to fill the whole bar and hide them
Step 5: Delete the existing TS, saying no when asked to re-write
Step 6 add Fake TS in Text->Other Staff text->Time signatures (One staff only) (from the rt-click menu)
Use 'a system break at both ends of the staff to ensure it stays laid out like this.

The final bar of the extract has an extra crotchet - the last 3 notes are probably a triplet; hide the bracket and the number in the inspector

Whatever you do, do NOT use reset format or reset note spacing on this system.
You will also have to fake the ties to the next system with slurs.
