How do I make regular Sibelius into Sibelius Ultimate?

I paid for Ultimate after downloading the regular Sibelius and have even written to support who sent me some cryptic email that doesn't answer my question.
My Avid Account Manager or Installation manager or whatever that is says I have Ultimate, but when I try to open a score containing 18 staves it says:
Please help me switch this from Sibelius to Sibelius Ultimate . . . directions for dummies greatly appreciated.

If I click Upgrade to Ultimate it sends me to where you have to buy it again. I'm going around in circles, and this is not fun.This score contains more than 16 staves, so you cannot edit it. You can, however, play back and print this score. To edit this score, you require the full Sibelius product.
OK / Upgrade to Ultimate
Please help me switch this from Sibelius to Sibelius Ultimate . . . directions for dummies greatly appreciated.
