Application manager hanging

I have version 8.4.2 of Sibelius with a perpertual license. I recently attempted to un-authorize one computer and begin using it on another. Unfortunately I can't authorize it on the new computer... the Application Manager hangs at "initializing." I also see that Avid Link is supposed to replace Application Manager, but the App. Man. seems to have been bundled with the version of Sibelius I downloaded a couple weeks ago from my account home.

Is the version of Sibelius you downloaded a few weeks ago 8.4.2?
