Move objects

In Sibelius Ultimate I no longer see a way of moving a note or object along the x or y axis. A double barline can be inserted into the middle of a bar but it touches the next note or rest and needs to be moved left. How?

Using the arrow keys only moves the following barline without solving the problem.

Use the Inspector -> [ctrl/cmd][shift]i A lot of the features from the properties menu/panel are now in the inspector. It is quite a handy thing.

I thought that perhaps it was no longer available, because when I searched for "move objects" in the Sibelius Reference, this solution didn't come up.
